As already mentioned in the previous paragraphs there are ferries that operate regularly between various place around Labuan such as Kota Kinabalu in Sabah as well as Muara in Brunei. Regular flights from Kuala Lumpur and Kota Kinabalu can be booked to Labuan and all of the flights land at the Labuan Airport or known in Bahasa Malaysia as Lapangan Terbang Labuan. From there you can catch a taxi to town which will cost you about RM8.
